The City’s first order of business is to protect its citizens while ensuring a safe and secure community. The transient/vagrant population is particularly problematic from the perspective the vast majority are not looking for treatment, assistance or shelter. We are facing a mental health and addiction crisis. It is incumbent upon the County and State to play lead roles in developing a viable solution to address the causes of the issue. This problem has become even more acute with Prop 47, Prop 57 and AB 109. To make matters even more dire, Governor Newsome just signed SB 10 a measure that has eliminated bail in the State of California.
